Regarding Arbitration team meeting April 28th, topic 2.1 How to handle the arbitration cases wiki (Continued from meeting 2010-03-17) that was added by Hans Verbeek, PD wants to present a software to handle arbitration cases with closed and public parts. A first presentation should be in the May meeting, but no May meeting did happen. Deferred from meeting to meeting.
2.2 Arbitration Team Report requested from Board added by UlrichSchroeter
Last Board meeting Board members requested the teams to write a team report: "Team reports: general agreement that we want those again, and we have to start soliciting them. A general discussion on the artwork, leading to consensus that we want to include such work again." for next Anual Report. Planning date for AGM is late October to early November. We have the Arbitration Training & Lessons wiki pages. But learning by doing is the best teacher. How we can encourage new Case Managers and Arbitrators to help in the Arbitration team ?

- as long not all attend every meeting ... the acceptance of the minutes is something about, can it be published this way or should something be removed (i.e. privacy things or so ... so ok, acceptance of the minutes is not only for those who attended the last meeting, also for those to review, that attend the todays meeting ...

I've started a report with the statistics over the last 12 months ... Arb team report - statistics
- if you can deliver some text for the report, please give it a try
- need we stats how many active arbitrators have we now?
- this can be written in the report, not as seperate stat, 'cause there are no detailed counts about active arbitrators ....
- statistics in detail ... 133 new cases ... but still 80 open !!! New: 133, Open/Running: 80, Closed: 53
- from 133 cases only 53 closed, we got more in, as we can handle
- approx 11-12 new cases per month .... 4-5 cases closed each month
- "we have to double our work, or to double the count of arbitrators"
- adding arbitrators will not solve this, because in the future there will be even more
- procedure for password resets is a good example: from now on support can handle this, so no arbitration needed

- PD proposed to write an Arbitration system back in March, but first view is deferred for more than 2 months
- We really would like to see it so that we can decide if and how it can help us be more efficient
- we cannot rely on the proposals and do nothing, until the results comes out ... so my PoV is, we have to deal with the current framework, now
- So what we have now is:
- too many open cases
- need for an entry in the annual report

- 2.3 Education and Training within Arbitration team
In Principles of the Community, there is a point "Training". Training for assurers is named CATS and ATE ... but for Case Managers and Arbitrators our only tool are the wiki pages or learning by doing ...
- Do we need a test for new CM / A like CATS?
- Arbitration is no straight forward work. It requires judgement - hard to train
- on writing the wiki pages Training Lessons .. I've tried to add questions to each lesson ... its realy hard to find questions and therefor also answers
- one must understand the way things are handled, and probably ask fellow arbitrators
- another help could be if we add lines to the training web page for special cases that have been handled by previous arbitrations
- a new arb. needs at first basic knowledge about CAcert law, and basic knowledge about arbitration law
- thats probably allready added in the beginning section
- Mentorship of new Case Managers and Arbitrators
- helping with the first steps ... by adding an experienced arb to an arb ... and document this in the arb case
- i.e. Arbitrator is: the unexperienced arbitrator, trainer is: the experiencd one so the ruling is written by te unexperienced one
- Currently we use this for Organisation Assurance and it seems to be a concept which could become reliable
- the experienced one only reviews what the unexperienced is doing and probably assists him
- I came around this problem about the privacy thing ... the trainer will probably also see privacy details ...
- as the trainer is arbitrator, i do not see a problem here
- should not be a problem, as the trainer is an Arb. and active (...) on the case
- this isn't a problem, as long as its documented ... so in an arb case with an unexperienced arb, if the mentor/trainer is named, this isn't be a problem
- Is it possible to starts arbitration with one A and one CM and adds later a 2nd A to Trained the first A?
- the main issue is documentation ... so this case should be possible

- in a later review about this case, if documented, you can name each party ... if nothing is documentd, its not clear whats the role of a 2nd A. And about privacy purposes, with documentation, its auditble, and you can arguee with the principles for Training. an auditor will audit with the rules given ... so principle is also one rule ... training in Arb area is something complicated, so if the training purpose is documented, we're probably safe also about the privacy thing

- question time 3.1: we have a few unresponsive arbitrators (no response to emails, no other activity). I want to send a message to the board, asking them to remove these arbs from the list. everyone ok with that?
